n00b question

So I am about to buy a new steering rack, expect the tight ass has come out in me and am now not sure if I actually

need a new one...

It's leaking on one side however on that particular side the boot is well f*cked.

Could the boot be the reason it is leaking or would the leaking be a result of a f*cked rack?

The boot is only there to keep out the dust. Replacing the boot alone wont stop the leak. Replacing the seals may be a cheaper alternative for you of you dont wanna buy a another rack. And while your at it. Replace boots. They prevent dust ruining the seals

I'm just prayin' that parts in USA are cheaper than Aus. Might do a little shopping overseas :-)
